The CPC Central Committee’s Recommendations for Formulating the 15th Five-Year Plan for National Economic and Social Development place rural revitalization as a priority within the overall framework of modernization, clearly stating that agricultural and rural modernization has a major bearing on Chinese modernization as a whole and the outcomes it delivers.
The Recommendations focus on three core tasks: enhancing the overall production capacity, quality, and performance of agriculture; building a beautiful and harmonious countryside for people to live and work in; and ensuring that policies aimed at strengthening agriculture, benefiting farmers, and enriching rural areas deliver better results.
Practical experience gained during the 14th Five-Year Plan period has injected strong momentum into this strategy. In terms of food security, China’s grain output has remained stable at over 650 million metric tons for many years. In industrial upgrading, new rural industries and business models are flourishing: in 2024, retail sales of agricultural products via e-commerce reached RMB 2.56 trillion. Meanwhile, the five-year action plan to improve the rural living environment has been a success, with the coverage rates of sanitary toilets and household waste collection, transport, and disposal systems exceeding the set targets. “Digital villages” are making governance more efficient and services more convenient.
The engine of China’s all-around rural revitalization is operating at full speed. This is a coordinated revitalization of agriculture, industry, culture, ecology, organization, and society. Looking ahead to the 15th Five-Year Plan period, China’s rural areas are brimming with vitality, empowered by technology, driven by reform, and integrated with urban development. This will undoubtedly provide solid support for high-quality development and boost the pursuit of common prosperity.
