Rather than sending officials abroad for training, I think it is better for authorities directly recruit people who have studied and worked overseas. Those returnees have abundant first-hand experience in foreign countries and are more familiar with international practices. This is a more efficient way of gathering experienced people than just sending officials to another country for a short-time program.
