Media Delegation Reports on Industrial Upgrading in Hebei

A group interview recently organized by the State Council Information Office (SCIO) involving 22 domestic and foreign main media outlets covered the industrial restructuring of Handan City, Hebei Province.

Briefing at a press conference on April 21, 2016, Song Limin, deputy director of Hebei Development and Reform Commission, introduced the experiences and prospects regarding industrial restructuring of the province.

The official highlighted four achievements made with the province's industrial upgrading efforts, carried out in an attempt to improve the local environmental conditions.

First, industrial restructuring has boosted the development of emerging industries of strategic importance; equipment manufacturing has become the principal manufacturing industry. Meanwhile, six high energy-intensive industries have diminished in their proportion in the economy.

Second, the contribution of the service industries to local economy has surpassed 50 percent in the past few years, involving the sectors of modern logistics, finance, science and technologies, information service, healthcare for seniors, tourism and culture.

Third, agriculture has been consolidated, with animal husbandry, vegetables and fruits accounting for 70 percent of the sector. And the grain yield now ranks seventh across the country. Meanwhile, the supply of poultries, eggs, milk and meat also rank high on nationwide lists respectively.

Finally, the alleviation of industrial overcapacity has made obvious progress. Production capacity of iron, steel, cement and coal during the 12th Five-Year Plan (2011-2015) has been reduced, respectively, by 33.91 million tons, 41.06 million tons, 138.34 million tons and 27 million tons.

Cao Ziyu, executive vice mayor of Handan, briefed the reporters about the city's industrial restructuring of the old industrial base and the results. Adhering to a path of transformation and upgrading which leading to a green economy, the city has readjusted its industrial structures by increasing the proportion of the added value of the tertiary industry in the entire economy by 6.7 percentage points. Between 2010 and 2015, the proportion of heavy industries has declined by 13.6 percentage points, the equipment manufacturing has increased by 7.4 percentage points and the added value of high-tech industries has risen by 7.7 percentage points.
