THE state-level Urumqi Economic and Technological Development Zone, or UETD, is located northwest of Urumqi, capital of Xinjiang Uygur Autonomous Region. UETD is a multifaceted integrated park that incorporates an economic and technological development zone, an export processing zone, an economic cooperative area, a software park, an overseas returnees start-up park, a high-tech business incubator, a university technology industrial park and other functional areas.

The total administrative area of UETD is 480 square kilometers; the park itself covers 133 square kilometers. UETD has 588 key registered enterprises, including 126 large industrial enterprises, 40 foreign-funded enterprises, 13 listed companies, 18 Fortune Global 500 investment projects, and 37 China Top 500 investment projects, producing a gross industrial output worth nearly RMB 100 billion. Currently 274,000 people live and work in UETD.

China’s modern industrial economy is evolving at an unprecedented pace. In order to keep pace with – and stay ahead of – the changing business environment, UETD focuses on its advantages. It has developed park clusters according to businesses’ strengths.

UETD’s current development model is known as “one plus three.” “One” refers to the industrial park cluster; “Three” refers to the export-oriented economy cluster, headquarter economy cluster, and knowledge economy cluster.

The industrial park cluster is the centerpiece of UETD’s cooperative model. Present are Bayi Iron & Steel, the Ganquanpu Industrial Park and the Toutunhe Industrial Park. More industrial parks will come into being within the cluster as it grows. Under planning are a wind power park, a metallurgy industry park, an automobile industry park, and an equipment manufacturing park. The idea is to build a modern manufacturing base in Xinjiang that brings both employment and prosperity to the region.
