Investment in Water Infrastructure to Double

The State Council’s Decision of Accelerating Reforms on Water Works, the first of its kind in the 62-year history of the PRC, says that China will double its annual investment into water projects over the coming decade. Central and local budgets alike will increase the portion for water-related causes, partly by drawing 10 percent from land lease revenues. In addition, the nation will perfect its policies for water conservancy funding at central and local level, and strengthen financial support in this regard, for example encouraging medium and long-term loans by the Agricultural Development Bank of China. According to Chen Xiwen, director of the Office of Central Rural Work Leading Group, China’s investment in water projects hit RMB 20 billion last year.

Meanwhile, China will also advance tiered pricing for water consumption by households, industries and farmers in order to encourage water frugality.
