Li Yining: Different Approaches to Reforms for Different SOEs

In the past year, China has rolled out multiple significant moves to reform its state-owned enterprises (SOEs). They include the State Council's issuing of a list of pilot reforms to the ownership, management, and supervision of six large SOEs and of strategic sectors such as high-speed railways and nuclear power generation. Li Yining, economist and member of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), cautioned that SOEs should choose their respective approach to reforms rather than playing copycat. SOEs are in different industries, some of them monopolies, others competitive. They are also of different sizes. There is consequently no 'one size fits all' stereotype.
