Major-country competition, geopolitical conflict, hegemonism and unilateralism all intensified in 2025. The deficits of peace, development, security and governance all increased. In this increasingly unstable global environment, China's aim has been to act as a stabilizing and balancing force, supporting constructive cooperation and shared benefit.

In September 2025, China put forward the Global Governance Initiative (GGI), presenting a systematic solution to address global disorder. The Group of Friends of Global Governance, established in December 2025 under the United Nations framework, currently has 43 member countries and will be a core platform for promoting GGI cooperation.

China has also put forward solutions for climate change and AI governance, and submitted its new nationally determined contributions under the Paris Agreement, setting a target to reduce economy-wide net greenhouse gas emissions by 7-10 percent from peak levels by 2035, with the ambition to do even better.

China promotes the building of major-country relationships of peaceful coexistence, stability and balanced development. Through summit meetings and participation in trade and economic consultations, it has stabilized China-U.S. relations. Additionally, the leaders of China and Russia exchanged visits, strengthening their strategic cooperation. Similarly, the commemoration of the 50th anniversary of the establishment of diplomatic relations between China and France, and French President Emmanuel Macron's visit to China, have contributed to the development of China-Europe relations.

In its relations with neighboring countries, China proposes the goal of jointly building a peaceful, safe and secure, prosperous, beautiful and amicable home, enhancing the quality of regional development.

China has also been strengthening solidarity and cooperation with countries in the Global South, enhancing the representation and voice of developing countries through the expansion of the BRICS mechanism and promotion of the high-quality development of the Belt and Road Initiative.

China has upheld a just and objective position on global hotspot issues and worked hard to promote peace talks. It has pushed for the political settlement of the Ukraine crisis and the Palestinian-Israeli conflict. It also spearheaded the creation of the International Organization for Mediation to provide a new platform for dispute resolution.

China will always be a promoter of world peace, a contributor to global development and a defender of the international order, with its diplomatic actions closely centered on the core objective of building a community with a shared future for humanity. BR
