完善全球经济治理
中国提出的完善全球经济治理的根本目标是推动经济全球化朝着均衡、普惠、共赢的方向发展。均衡,就是要兼顾发达国家和发展中国家需求,平衡发达国家和发展中国家关切。普惠,就是要把各种实实在在的利益和好处带给所有国家,惠及各国人民。共赢,就是要把本国利益同他国利益结合起来,把本国发展同各国共同发展联系起来。全球经济治理应该由世界各国共同参与,特别是增加新兴市场国家和发展中国家的代表性和发言权。
Improving global economic governance
The goal of improving global economic governance is, in our view, to transform economic globalization into a balanced, win-win process that bring benefits to all. The process has to be balanced so as to accommodate the needs of both developed and developing countries, and address their concerns. It should ensure that real results and benefits will accrue to all countries and their people. It should be a win-win game in which the interests and development needs of individual countries are interlocked and coordinated. Global economic governance requires the participation of all countries, in particular enhanced representation of, and a bigger say for emerging-market and developing countries.
新型国际关系
2015年9月28日,在世界反法西斯战争胜利和联合国成立70周年之际,中国国家主席习近平首次登上联合国讲台,向世界清晰阐述了以合作共赢为核心的新型国际关系理念。他提出,“我们要继承和弘扬联合国宪章的宗旨和原则,构建以合作共赢为核心的新型国际关系,打造人类命运共同体。”建立平等相待、互商互谅的伙伴关系,营造公道正义、共建共享的安全格局,谋求开放创新、包容互惠的发展前景,促进和而不同、兼收并蓄的文明交流,构筑尊崇自然、绿色发展的生态体系,上述“五位一体”,构成了新型国际关系的主要体系。构建新型国际关系,是中国领导人对攸关人类前途命运的诸如和平与发展等关键问题给出的中国答案。以合作共赢为核心,蕴含着对实现世界和平、发展、公平、正义、民主、自由等全人类共同价值的关怀,亦是对联合国崇高目标的深刻思考。
A new model of international relations
On September 28, 2015, Chinese President Xi Jinping spoke for the first time at the United Nations Headquarters. He elaborated to an international audience his concept of building a new model of international relations based on cooperation for the benefit of all.
He said: “We should renew our commitment to the purposes and principles of the Charter of the United Nations, build a new model of international relations based on cooperation for the benefit of all, and create a community of shared future for mankind.” He called on the international community to build partnerships based on equality, consultation and mutual understanding, to create a security architecture that is fair, just, and shared by all, to pursue open, innovative, and inclusive development that benefits all, to increase inter-civilizational exchanges that promote harmony in diversity and are mutually enriching, and to encourage ecological conservation and protection, putting Mother Nature and green development first.
Building a new model of international relations is China’s answer to tackling the key issues crucial to the future of humankind, such as peace and development. A focus on cooperation in search of win-win solutions embodies China’s commitment to world peace, development, fairness, justice, democracy, and freedom – values cherished by humanity and representative of the lofty mission of the United Nations.
和平发展道路
和平发展道路归结起来就是:既通过维护世界和平发展自己,又通过自身发展维护世界和平;在强调依靠自身力量和改革创新实现发展的同时,坚持对外开放,学习借鉴别国长处;顺应经济全球化发展潮流,寻求与各国互利共赢和共同发展;同国际社会一道努力,推动建设持久和平、共同繁荣的和谐世界。中国将坚定不移走和平发展道路,同时也将推动各国共同坚持和平发展。中国将积极承担更多国际责任,同世界各国一道维护人类良知和国际公理,在世界和地区事务中主持公道、伸张正义。中国主张以和平方式解决国际争端,反对各种形式的霸权主义和强权政治,永远不称霸,永远不搞扩张。中国主张坚持共赢精神,在追求本国利益的同时兼顾别国利益,做到惠本国、利天下,推动走出一条合作共赢、良性互动的路子。
中国改革开放30多年的历史已经证明,和平发展是中国基于自身国情、社会制度、文化传统作出的战略抉择,顺应时代潮流,符合中国根本利益,符合周边国家利益,符合世界各国利益。
Peaceful development
The concept of peaceful development is underpinned by a focus on seeking peaceful development with the help of a peaceful international environment while also contributing to the maintenance of world peace through our own development initiatives; relying on our own efforts, particularly through reform and innovation, to achieve progress while also opening wider to the rest of the world and learning from the experiences of other countries; adapting to the process of economic globalization and seeking mutual benefits for all; and working with the international community to bring lasting peace, prosperity, and harmony to the world.
China’s commitment to peaceful development is unshakable, and we encourage all other countries to do the same. We will take on more international responsibilities, work with other countries to uphold humanity’s best interests and international norms, and stand for justice in regional and international affairs. International disputes should be resolved by peaceful means. Never seeking hegemony or pursuing an expansionist foreign policy ourselves, we oppose all forms of hegemony and power politics. It is our consistent position to encourage the search for win-win solutions that take into account the interests of other countries as well as those of our own, and are beneficial to all. It is essential to foster cooperative interaction among members of the world community.
As China’s experience of reform and opening up over the past 30-odd years shows, the pursuance of peaceful development has been a crucial strategic move that is based on the considerations of China’s national conditions, social system, and cultural traditions. It represents a timely response to today’s imperatives and serves the fundamental interests of China, and those of its neighbors and the rest of the world.
