Hearings on the Making of Key Local Laws and Regulations to Become Mandatory

The People's Congress of Shandong Province recently approved the Stipulations regarding Holding Hearings on the Making of Local Laws and Regulations by the Standing Committee of the People's Congress of Shandong Province. The Stipulations state that hearings must be held prior to the making of local laws and regulations that affect the immediate interests of the local people. Citizens have the right to attend such hearings, and to voice their opinions.

According to the Stipulations, a notice should be issued 20 days prior to a hearing, giving details of its date, venue, subject, number of people making presentations, and the procedure involved in signing up to attend. Relative organizations, groups and citizens may participate in such law-making hearings.
