China Joins Lowest-birth Rate List It was recently announced at the "China International Seminar on Census 2000" that China has entered a stage of low birth rate and low mortality. It is now listed among countries with the world's lowest birth rates. Since adopting family planning policy, China has greatly contributed to reducing the world birth rate. In 2003, China's total population reached 1.29277 billion, 21 percent of the world's total.
