Shanghai Began Charging for Surface Water Resources


A surface water fee helps to save water.

Shanghai recently began charging for surface water consumption. Receipt of its first 37 million RMB marked the end of free water in the municipality. The act was passed with the aim of encouraging economical use of water resources. All public water supply enterprises in Shanghai are to pay periodical surface water resource fees. Fees for water used in agriculture and thermal power generation are yet to be levied, and citizens using less than 10 cubic meters of water will not be charged. Fees collected will be used for water resource exploration, utilization, protection and management.
