Located in the utmost northeast of China, Heilongjiang Province is best known as a world of ice and snow. Its name might also evoke images of a dusty old industrial base, or large stretches of desolate land, but after our interview with Song Fatang, Governor of Heilongjiang Province, and our later tour around the province, we found a Heilongjiang totally removed from such assumptions.
  The province gets its name from the biggest river in its territory, the Heilong River (Black Dragon River). Sharing a boundary line of over 3,000 kilometers with Russia in the north and east, Heilongjiang Province occupies an area of 454,000 square kilometers, and is first in China in terms of its area of utilized land.
  The province is abundant in natural resources: it has a 41.9 percent forestry coverage; five water systems - the Heilongjiang, Wusuli, Songhua, Nenjiang and Suifen rivers, and ample mineral resources of coal and oil, amongst others. It has a broad range of tourism resources, including the Great and Small Hinggan Mountains, the Three-River Plain, vast grasslands, and a chain of lakes, including the most prominent Five Big Linked Lakes and Jingpo Lake. Heilongjiang is also rich in agricultural produce, wild plants and animals. Its fertile black soil nurtures a large variety of grain crops such as soy beans, maize,rice, wheat and potatoes,and cash crops such as beet, flax and tobacco.

This "Beidahuang" ! literally translated as a vast Great Northern Wilderness, is now, after generations of exploitation, the Great Northern Granary of China.    Having been a key industrial base of China since the early years of the People's Republic of China, Heilongjiang Province has made decisive contributions to the development of China's economic and social process, especially in the
sphere of heavy industry. However, in the drive for opening up and reform, to which China might attribute its remarkable achievements over the past two decades, the province has lagged far behind other provinces in the southern coastal areas.

  However, Heilongjiang's advantages have begun to re-emerge in recent years. While provinces south of the Yangze River suffer bio-environmental deterioration and industrial pollution, Heilongjiang shines through with its azure sky, crystal clear water and dense primitive forests.Its green food produce is a quick seller on the market, and the industrial sector is also gathering momentum after years of stagnation.During the period  
from January to September, 2000, the province chalked up 43.64 billion yuan in industrial revenue, making it number one in China for the first time in 22 years.
  We found ourselves affected by the governor's emotional rendition of Heilongjiang's decline and ascent, it being clear that every achievement has been hard-won. After taking up office in January 2000, Song Fatang took ten months to inspect all cities, prefectures and key enterprises in Heilongjiang Province, looking for ways to stimulate its industrial sector, and investigating and evaluating its tourism resources. During the Fifth Plenary Session of the 15th Central Committee of the Communist Party of China he found the time to carry out on-the-spot research as regards establishing a sales center for Heilongjiang's abundant green products. His efforts were rewarded by an enthusiastic response from Beijing residents.
  The 1999 GDP of Heilongjiang Province achieved 289.74 billion yuan, a 7.5 percent rise on that of the previous year, and in the period from January to September 2000 it gained a further 8.4 percent growth. According to Mr. Song, all industries within the province have reached the targets set for 2000.  

  One example of this can be seen in the encouraging initial success of structural adjustment to the rural economy. With its resolve to become a major green food producer in China, Heilongjiang Province has made huge advances in green and local specialty agriculture. of China's total. Livestock husbandry also plays a key role in the provincial economy, and Heilongjiang milk is top quality, thanks to its unpolluted environment, ample grain and high quality grass. Many well-known dairy product companies, including Nestle, Bright Milk and the Yili Group, have set up production bases in Heilongjiang Province.       Another target within sight is the industrial sector, whose growth is gathering momentum, and whose economic performance is much improved. As the industrial structure undergoes further adjustment, its pillar and emerging industries are coming into full play. Heilongjiang's three traditional industries!petrochemicals, machinery and food processing!have been stimulated by new and high technologies. Meanwhile, more advanced technology has been imported in a bid to equip this old industrial base with modern facilities. In order to achieve sustainable development in its petroleum sector, which has been hampered by shrinking reserves of oil, the province is accelerating cooperation with Russia in terms of oil and gas production.   As a means to making optimum use of its rich resources of wild plants, animals and local specialties, Heilongjiang has recently developed a group of new and high-tech products, and traditional Chinese medicines, all manufactured using the latest production processes. The province is focusing its efforts on a parcel of large-scale enterprise groups in different sectors, and under different ownership, and is lending its support in the setting up of a full-scale up-to-date operating system, as a means to putting these firms back in the black. As a result, many old state-owned enterprises, such as the Harbin Aircraft Plant and the Harbin Pharmaceutical Group are beginning to show signs of their original vitality.
  
In view of China's pending membership of the WTO, Heilongjiang Province is well placed for further opening up. It plans further to enhance cooperation with Russia in economy, trade, science and technology, to optimize its export structure, increase its export volume, attract more foreign investment and utilize foreign investment more effectively.
  An improved investment environment plays a major role in Heilongjiang's opening up drive. During the period of the Tenth Five-Year Plan, the construction of key projects with high scientific and technical content is expected to stimulate the economy as a whole. These include the ethanol fuel project, Harbin International Conference and Exhibition Center, the Niergi Reservoir, the Japanese mini-car project imported by Harbin Aircraft Plant, Harbin rail traffic line No.1 project, the central heating project in the downtown area of Harbin, and the technical upgrading project in Harbin's medical and pharmaceutical sector.
  Heilongjiang people now have more reason than ever to be proud of this fruitful area and confident of its future prosperity. This traditional base for heavy industry also has a strong pharmaceutical sector, and its rich resources of plants for medical use have borne lucrative fruit. This titan oil producer (50 million tons annually) also excels in the manufacture of high-tech new materials and deep processed products, as well as advanced robots and helicopters.

This inland province has set up 21 trading ports along its 3,000-kilometer boundary. The 17th Harbin,China International Ice and Snow Festival attracts visitors from all over the world, who come to view spectacular ice carvings and snow sculptures, join in the parade on a gala night or ski in Heilongjiang's boundless white winter wonderland.
  In relating all this to us, Song Fatang brims over with pride and confidence. Looking more like an amiable friend or common man than a civic leader, the governor of Heilongjiang has one simple ambition: to be able to offer a better life to the 38 million inhabitants of his province. His wisdom and dedication will, with the support of the people, make China's black dragon re-ascend the heavens.
